Rehabilitation Description

East Bluff is a 144-unit family affordable housing development built in 1973 in a residential neighborhood characterized by single-family housing and low-rise apartment buildings. The project is an acquisition-rehabilitation of existing, occupied buildings. The property is a mix of studios, 1-bedroom and 2-bedroom units across approximately 8.14 acres. The site amenities includes two laundry rooms, a pool, a leasing office, and a computer room.

In order to address the capital needs of the project, Eden is proposing a scope of work that prioritizes life and safety, code compliance, waterproofing, and energy and water efficiency improvements. The repairs will preserve this valuable affordable housing resource and allow the property to perform as high-quality housing for families in Pinole in the long term.

Building Envelope Improvements:

  • Roof replacement
  • Remove and replace siding
  • Replace windows and sliding glass doors
  • Repair and/or replace stairs
  • Repair, replace, and/or remove balconies and decks

Energy Efficiency Upgrades:

  • Improve site energy efficiency by 10% over current
  • Upgrade HVAC, mechanical and electrical systems
  • Install a solar energy photo photovoltaic system that offsets at least 50% of common area load or covers 90% of accessible roof area

Water Conservation Upgrades:

  • Retrofit irrigation system
  • Remove lawn where possible and replace with drought resistant landscaping
  • Install a greywater system at the laundry rooms

ADA Upgrades:

  • Update 10% of the units to include accessibility features for mobility and 4% of the units to include communications features
  • Path of travel repairs
  • Repairs to accessible ramps as needed
  • Improvements to common area to ensure code compliance

Unit Interior Improvements:

  • Replace and upgrade interior finishes including lighting, flooring, cabinets and countertops
  • Replace unit appliances with Energy Star rated models 
  • Replace bathroom exhaust fans with energy-efficient and higher air turnover models

Common Area/On-site Amenity Improvements:

  • Community room upgrades including but not limited to expansion and lighting retrofit for energy efficiency
  • Renew plantings/tree-trimming
